Well, to quote one of my friends, "In engineering, fiction, or thought experiments, unobtainium is a humorous concept for any extremely rare, costly, or physically impossible material needed to fulfill a given design for a given application. The properties of any particular unobtainium depend on the intended use. For example, a pulley made of unobtainium might be massless and frictionless. However, if used in a nuclear rocket, unobtainium would be light, strong at high temperatures, and resistant to radiation damage.
The word unobtainium is derived from unobtainable + -ium (the suffix for a number of metal elements)."
And all the military on Pandora were basically grunts. They likely didn't have to full support of Earth, and hence probably weren't authorized to poses nukes.
It seems to me like you just didn't quite understand the movie.

not to mention, nuclear firepower like that would damage the matieral, no? it's hard to mine for things in a nuclear winter.
Good movie though, watched it yesterday, not sure what i thought of the 3d, it was cool to have depth perception for some of the scenes, but it made a good bit of the movie less clear, less detailed, which annoyed me. And the plot was predictable to a huge degree, But hey, it was pretty. I didn't go see it for plot, i went for 3d explosions. Worked out pretty well you ask me.

So, apparently they are making this a trilogy... how much you wanna guess earth is going to come in and try and bully them with bigger weapons, and they lose, but then in the 3rd movie some other aliens come in and are like "You screwed up your world, we're the galactic police, and we're not going to let you do it again".
With how simple the first movie's plot was, I bet I pegged it. We need more movies like Donnie Darko =(
